It might be an allergic reaction to something totally unrelated to being pregnant, or it might be a pregnancy condition called “PUPPS” : http://en.wikipedia.org/wiki/Pruritic_urticarial_papules_and_plaques_of_pregnancy

If it turns out to be PUPPS, it’s annoying, but it won’t hurt you or the baby, and they can treat it with steroids or antihistamines until you give birth (and it will go away after that).

Go to the hospital! What if it keeps getting worse?

I second going to the hospital ASAP! Especially beacuse they’re on your face and eyes! Are you positive it’s hives and not an allergic reaction to something? I’d go get checked out just to be safe. Hope you’re better fast!

If there are hives on the outside, there are hives on the inside (per my allergist–meaning, in the throat). Go to the hospital. Why take the risk?

Have you tried topical benedryl cream? I get really bad hives fairly often, and the internal stuff doesn’t really take them down, but the cream works like magic.

Could you have shingles?!? Does this rash hurt? Or just itch?

I’ve had hives several times and this sounds similar to the last time I had them.  Go to the hospital NOW.  Hives are an allergic reaction; the severity shouldn’t be measured by whether you can breathe or not.  Self-treating with allergy medicine is more dangerous than going to the hospital and having them treat it correctly, especially given the fact that you’re pregnant.  As others have said before, it’s not worth the risk.  Get help now.
