First off congratulations on selling your first dress!! I sold mine but locally, but it’s pretty easy to set up a paypal account, do you have an ebay account by chance, if so you probably already have paypal.  I would suggest using UPS or FedEx or some other carrier that can insure the products and has a great tracking system. I would insure it at the buyer’s cost for the value of the dress.  You may want to call UPS or FedEx to ask them what the best way for you to ship it is.

When you package it, be sure to wrap it in plastic or something water proof, don’t just dump it in the box — I’ve heard too many horror stories of UPS, USPS and FedEx deliveries just being left on doorsteps, no matter the weather.

If you send it FedEx (and probably DHL or UPS too) I know there’s an option to only release it for a signature; if the dress is in any way expensive (haha… yeah) I’d suggest that. Then it shouldn’t get left lying around. Also, FedEx, DHL and UPS all offer online tracking, which last I lived in the States, USPS didn’t.
