You can always consider using a superglue on the rhinestones, it just goes without saying to be super careful. A lot of craft stores also sell self adesive rhinestones in the wedding aisle. 

Another option will mirror something I’m doing for my own ceremony: There are sparkly, blingy type ribbons available at craft stores. You can use spray adhesive to glue the ribbon to the jars by using masking tape to tape off the glass jars (in any place you don’t want to attach the ribbon), spray them down with the adhesive and then roll the ribbon around jar. The adhesive dries clear and is minimally messy to do. Just another idea!

There is definitely glue you can use, something like E-6000. Hot glue and glass doesn’t do that well in my experience.

I don’t know if this is what @omgitsjen was talking about, but there is rhinestone trim available. I just want to caution you though that everywhere I’ve found it, it’s a bit pricey and really adds up when you’re doing multiple tables.
