Maybe you could do little pre-filled bags and have them at the tables or have them set up for guests to take when they leave? That way you could control how much each person gets rather than having to possibly over order on candy to compensate for people who take a bunch.

How much are you looking to spend per person?  We did wrapped Hershey’s bars and I think we spent right around $1 a person (maybe slightly above $1).

Your wedding date is perfect for after Valentines day sales. That should cut back on some of your cost

We opted to have old champagne glasses filled with colored M&M’s at each table instead of doing a candy bar or individual bags/boxes. It will save quite a bit of money and still allow people something sweet to munch on.
