You’ve got plenty of fabric, so I’m sure you can. You’d have to go to a proper seamstress, though, as she’s be essentially constructing the skirt from scratch. Salon seamsstresses generally stick to minor alterations.

It can be done, but it really is going to be like making a whole new dress. It looks to me like your dress just doesn’t have the structure required to create the silhouette that you want.

it can’t hurt to take it to a regular seamstress and ask/get a quote.  you don’t have to have it done right away, you can think on it after hearing from someone who does major alterations, not just minor fitting-type stuff.
