I would write “ x  seats have been reserved in your honor” and fill in the number of seats where the x is with a real number. Then write “___ of _x_ will be attending” and let your guest fill in the number of people attending.

we’ll be writing full names in and a space for them to write will or will not. No extras, or anything. It takes more time, because I have to hand write in everyone’s names but i don’t care. for people who have a plus one whom I don’t know, I’m writing in “One Guest of So-and-So”

You can do an inner envelope and write out everyone’s name that is invited on that.

Although I agree with all the PPs above, and plan on doing something similar myself, I think that if someone is rude enough to invite themselves to your wedding, they’d be rude enough to change numbers and write in additional names.  Just sayin’….
