Do you have Microsoft Publisher? If so you can just make an 8 1/2 x 11 project and create 2 4×6 boxes in it.  If you make them in a border of a super light gray you will know where to cut them.

Don’t use the template unless you are printing onto paper that is actually the same size as the template.  So, you could either cut the pages first and use the same template and then make sure to set up your paper size to be 4×6 when you go to print.

Otherwise, if you want to print on the lager piece of paper, you can do what lovespearls said with publisher with Microsoft Word as well…same deal, just make a text box setup where you want it.  Alternatively, once you are working with an 8×10 paper, then you can more accurately determine where you want it to print on the page, and you could set it up on the corner (I would still use a textbox though, even if you set the box as being invisible) so that you only have to cut twice.
