I find “black tie” “black tie optional,” or “cocktail attire” clearer than “formal attire” but perhaps that is because formal attire makes me think of business formal (i.e. suits for all).  If you want people in option 2 (tuxes and gowns), I’d go with “black tie requested”, and for option 1, I’d go with “black ite optional”

I would assume ‘formal attire’ is the same as ‘black tie optional.’ Dark suit for guys, cocktail or long dress for women.

I wrote “black tie optional” on ours which according to etiquette is suits and dresses (it’s one step down from black tie).  Our groomsmen are wearing tuxes, but I didn’t want everyone to feel like that was needed.

@jules24chi:  Agreed! I am putting “cocktail attire” on my invites, and on our website, I’ve written

Cocktail attire or dressier is appropriate.

Think of this as an excuse to dust off your best suit and
    pull out your sparkly dress

Basically I don’t want people wearing khakis and a polo 🙂  I considered “black tie optional” but i felt like I should have the bridal party in gowns if that were the case, and they’re wearing short dresses.

I consider cocktail attire to be a knee length dress (“cocktail dress”) and a dark suit for guys.  I consider “black tie” to be floor length gowns and tuxes.

I think Formal Attire is pretty broad, and is less helpful than one of the other terms would be.
