I am not sure which is one is more proper, but I like the addition of ‘in the afternoon’ personally.

You need to put “four o’clock in the afternoon”.  My wedding book says to do it this way.

I think since it’s 4 o’clock, it’s obvious it’s in the afternoon (not going to be in the morning!) and you don’t have to put “in the afternoon.”  That being said, I think it just sounds more formal and nicer. We did “six o’clock in the evening.”

I don’t think you have to put in the afternoon if you don’t want.  We’re at 2:30, so it was obvious we aren’t getting married in the middle of the night, but I still just thought “half past two in the afternoon” sounded like it fit the prettiness of a wedding.
