@Happy Donut:  please let your cousin know that this is not ok.  save her the embarrassment.  she asked you for some advise; please give it to her.

i would suggest a punch and cake reception after the ceremony. 

it really appears that she is more interested in getting cash from as many people as possible and not caring about hosting her guests.

She probably shouldn’t have a wedding she can’t pay for, it’s kind of rude to expect the guests to pay for their own dinner–they’re guests!!

I’d probably suggest to her either scale the guest list back to where she could afford it or have a cake/refreshments reception for everyone because right now it just seems like she’s inviting everyone just so she can get cash gifts.

I don’t think it’s so awful to have a reception where people pay their own way – if you don’t have the finances and still want to celebrate I totally understand. However, asking for gifts (particularly cash!) on top of that is pretty awful.
