I haven’t been to a reception like that, it has always been all or nothing. That being said, I wouldn’t mind it turning into a cash bar, just as long as I knew it was going to turn into a cash bar. So I come prepared with some money! 🙂
So just make sure the guests are aware so they can be better prepared for it:) I hate going to a wedding only to find out that I wasn’t aware it was a cash bar (this has happened and its inconsiderate in MY own opinion.)

Open bar for several hours at your reception and following then with a cash bar is totally fine. Usually your venue will provide signage at your bar counter which will indicate the timeframe for open bar and for cash bar. Having a beer/wine open bar and cash bar for liquor could get really ugly.

I’d rather have only beer and wine all night for free than a full open bar for 3 hours and then have it switch to cash. Also, be prepared for a mad rush on the bar 15 minutes before that 3 hours ends.
