Is there a way to get photos from an iphone you no longer have access to?

If he used his Apple ID with it, it should be in the cloud and you can sign in remotely to access those photos. If not, I think you’re out of luck.

When employees separate from my office, we back up what we need and then delete all trace of you deactivating everything.  They likely wiped all accounts and did a hard refresh of everything to factory resets before reassigning the phone to someone else.  Has he tried asking his former employer?

Consider it a lesson for the future.   Even if a company allows you personal use of their equipment you have no expectation of privacy and it can be taken from you without warning.  Nothing personal goes in my work issued phone except for an in case of emergency contact.

Unfortunately, because you no longer have access to the phone. Your only hope is the cloud. This will depend on the appleid used to set up the phone. If it’s going somewhere that your husband can check the cloud I suggest he check it ASAP.

Otherwise unfortunately your going to have learn the hard lesson to back up ASAP and not use a phone for photos that can be taken away.
