Haha, generally if people feel they need to start a sentence with a disclaimer, chances are they should keep it to themselves.
It goes along the lines of, “I’m sorry, but..” No you’re not. If you were sorry, you wouldn’t be saying what you’re about to say in the first place.
ETA: “I’m sorry, but..” is my biggest pet peeve when it comes to language. It agitates me on so many levels I immediately lose respect for the person who has said it.
