I know it wouldn’t be my first choice but have you tried David’s Bridal. Or you could get something that might be to low and take it to a seamstress and have them add in a panel (if it is a v-neck you could put a coordinating fabric to cover it up)

this is actually the kind of situation where I’d go to the seamstress, but it will take some organising to find a seamstress and source the fabric if you don’t already know a seamstress.  if you can find someone within a week, I doubt a dress for a young girl would break the bank.

Maybe you can look for people who make clothing in your location via etsy and arrange a commision.

We had the same issue with my youngest sister – she’s 15 and 5’6" but stick skinny – size zero or smaller?

 So, I got her the other wedding color dress (my bridesmaids wore brown and she wore light blue and the dress actually came with straps – the bridesmaids went strapless and little sister wore them with straps):
