That sounds like the business didn’t charge you until it shipped, so it’s probably their “fault” that it didn’t come out sooner.

I think it’s standard policy for businesses not to process payment until the item has been shipped – to protect you, the customer, so you’re not paying for something that you haven’t received yet.
