Check out Tivoli Terrace in Laguna Beach.  It won’t allow outside vendors, but their packages for their inside catering are REALLY reasonable.  Best pricing I found in OC.

Also try calling Angelo DaVinci in Fullerton.  Also doesn’t allow outside vendors, but rumored to be really affordable.

Hurst Ranch is located in the burbs of Los Angeles County.

The website isn’t very good but the outside looks so nice in person. I’ve never been inside. I just discovered it this weekend.

Is your venue budget including table rentals and chair rentals? For what it’s worth, I was able to find several venues (including my own) that met your list of requirements, except we were at about $8k including tax, but this include A/V equipment, tables, chairs, parking, etc.

I haven’t personally checked these out, but the pictures online look great.

For May 2013 and onward, it is $8k for a Saturday, but $5/5.5k for Friday/Sunday. This is more than what you budgeted but it include nice gold Versaille chairs, a dancefloor, all your tables (dining, cake, guestbook, etc.), sound system, and garden chairs for the ceremony. The ceremony is outdoors but the reception is inside. Parking is also free. They stay open until 11:00 p.m.

OC Sailing and Events Center

On Saturdays, they open until 11:00 p.m. You will need the Dana Cove Room to fit the number of guests you have and it is $194/hour if you plan to serve alcohol and it includes security. This includes chairs and tables, but I have no idea what kind of chairs. The room comes with an outdoor courtyard with views of the harbor.

We have friends that loved Casa Romantica as well and they also looked at Casino San Clemente. I haven’t been to either but Casino seems to fall within your budget and includes enough Chivari or folding chairs for your guest list count, plus tables for your guests, cake, buffet, etc. It looks like the price list is applicable for 2013 and for your guest count, you can get by with the West Wing and Patio of the Stars on a Saturday for $5000. http://www.thecasinosanclemente.com/faq.html. You can also stay until 1:00 a.m. which is pretty amazing.

There’s also Rancho Los Lomas in OC, but I have no idea how much they cost and what is included. According to Herecomestheguide, it says the rental fee ranges from $3500-8000 and this includes indoor/outdoor space.

Have you checked out Luminarias Restaurant its beautiful. I was there for a wedding a few years ago and fell in love with it. I know that they have a few packages available and if you go to their website you can download the pdf with their prices and what is included.

@karbearbb5:  What does the $140 include at RLL? $140 for 125 people is $17500 and if your venue budget is $5000, that’s like $12500 for rentals/service/food/etc. for 125 people. Our service/rentals/food (exept tables) costs are about that. However, if $140 is just for the venue costs, then OUCH!

Have you checked out http://www.wedgewoodbanquet.com/?  They have several So Cal locations. 

I’m not using them, but friends have and most locations seem to have really great reviews.

@karbearbb5:  Oh wow. That’s definitely more than you were looking to spend at least in regards to the site costs. That said, $140/head sound about right for catering, rentals and staff as their exclusive catering company is the same one we are using for our venue – 24 Carrots. We shopped around and while they were slightly pricier, they provide the best food/service and were the most receptive to working with whatever crazy ideas we had. They were also really good about giving us discounts in the negotiation process.
