Hobby Lobby has cellophane bags but not the cones, not sure about Michaels.

If you need the mini marshmallows PM me. They sell them at our local fruit market by the pound and I can put them in the mail to you tomorrow. I never found them anywhere else I ever lived.
Edit: these are the dehydrated marshmallows which I recommend because my cousin used regular and they got all weird due to moisture in the cones and we tossed all of them. Yuck!
