If you’re not changing your name, you would use your last name when applying for a new passport. Otherwise you’ll end up with a passport for a person who doesn’t exist.

Your legal documents all have to match- passport, driver’s license, social security card, etc. If you aren’t changing your name, you can’t have a passport that uses your husband’s  name.

Your passport has to be in your current legal name. If you put down your husband’s last name, they won’t give you the passport as that name doesn’t exist.

My state (MD) requires that if I planned on changing to a married name, that I change it at SS within 30 days of the wedding. That meant I also had to change at the DMV. If you’re in the US, whatever’s on your marriage license is the legal name you should use on your id’s and passport.

Soooo I say all of that to say that your passport name will need to match your ID and travel tickets.  Otherwise you’ll have problems traveling overseas.
