    You don’t need to do anything. If the car you maybe tapped was made in the last 15 years or so, impact under something like 15 miles an hour should leave no damage to a bumper. Any perceived damage would actually just be scuffing that could be buffed out.

    Also, I’m not sure, but I suspect it would not be legal for the restaurant to give your license plate number over from the camera anyway.

    If the other driver was concerned, he/she should’ve stopped then and there.

    If anyone does contact you, just be honest.  You weren’t sure, they drove off, you have cameras and it didn’t look like you were actually touching, you were confused, etc.  No worries!
