Have you looked at hoop skirts instead, to give you the fullness?

I tried on two different slips with tulle (2 and 3 layers, respectively), and my heavy dress still didn’t flare out dramatically enough as I moved. Plus they were hot and uncomfortable.

My father, a retired engineer, suggested sewing in a hoop to the existing underskirts. We bought 10′ of 3/8″ polyethylene rod and inserted into a pocket sewed in the innermost (slip) layer of my dress, over which there are 2 layers of tulle, and then the fabric of the dress.
