You need to look up the requirements of your state and county. Here in NE, my husband just got an online ordainment and that’s all you need. The state/county only cares about the seeing the online ordainment paper if there’s a problem, which the county said a “problem” has never happened. For premarital counseling, that usually goes through a religious organization but if you want secular, just look up marriage counseling in your area. Im sure they do a premarital service too.
