You see her every day, but she doesn’t reply to texts and messages? What if you tell her in person? She doesn’t really sound too interested tbh. I would just tell her in person again and keep texting in the group messages. It seems like she doesn’t want to be there, so if she is late for the alteration for the dress SHE will look dumb in the end, if her dress is too short. I also let two (!) bridesmaids go before my wedding and it was the best decision ever. Don’t let her bring you down and just do what you’re supposed to do without paying attention to “haters”.

I understand how frustrating this must be. If you’ve made the information known to her and mutual family members or friends, I just don’t know what you else you can do. If she doesn’t show up in the dress, then she doesn’t stand up there with you, simple as that. I know that’s definitely not what you want to here because of numbers and things like programs, but I’d give her a date that she must show you that she has the dress….if she doesn’t follow-through, tell her she’s out.

Definitely count her out. If she buys the dress and shows up, great, if not, who cares? The flower girl thing sounds like it’s going down the same road. Could you ask someone else? If they both come, twice as cute! If not, you’ll still have one. Although your cousin sounds like the type who might freak out if you “replace” her daughter.
