If it makes you feel any better, my Fiance and I have been together almost 8 years, our families lived less than a mile apart and they didn’t meet until 2 weeks ago (and that’s only his mom’s side)… we still have to set up a time for his dad and step-mom to meet my family, which I am avoiding like the plague.  It’s too stressful because I never know if my mom will ‘behave’ or not.

If your mom really won’t  meet them until before the wedding, then just try to explain to your FI’s family her perspective or tell her ‘tough shit, you’re meeting them’.

As for excluding them from activities, it’s your wedding, and if you want them to take part in all the festivites, you should be able to include whomever you want, tradition or not.  If his family has extended the olive branch, you should let your mother know that it is traditionally rude not to accept their offers to meet and be included in events.
