I think you can do it either way…

though if the hors d’oeuvres are passed before sitting down for dinner it may be a bit oo late

Just dinner/dessert, as by the time the guests are seated where the menu cards are, the hors d’oeuvres have already been eaten.

I have seen them done both ways.  Personally, I would leave off the hors d’oeuvres, because by the time guests are seated, they will likely have already eaten them!

My family’s started out with the “champagne toast,” which was the first thing served, when guests sat at their tables. The cocktail hour (hors d’oeuvres) was held in another room.
