Do you already know if any of the groomsmen own navy blue suits?

I would email them and ask the question. If any of them do, I would ask for the designer info so I could try  to match that navy (there are so many different shades of blue- all called navy)

OR

I would have them rent the same navy suit.

I guess it depends on what the guys do for a living. If they wear suits regularly they may have use for a navy suit. If they work as a mechanic and already own a black suit, they probably woudln’t use a navy suit.

That being said, most people do expect there to be some cost associated with being in a wedding party.

You can also get reasonably priced  suits on sites like http://www.overstock.com -sometimes for the same or even less than renting. Here is the link for their navy suits from as low as $89. I think that is very reasonable.

If they buy the suits, could you gift them the shirt and/or  tie?

@Beluga:  Wear did you happen to find a slim fit navy blue suit?
