Maybe you could send the invitations a few weeks early?  Do you have a website that your mom can just direct them to?

OMG, this totally happened to us too.  Where do you live?  Maybe you are mailing from the same delinquent post office as we are.  I finally just sent a nice email to all of our guests with an image of our save-the-date attached.  I started by saying something along the lines of “Dear Family and Friends, We are happy to hear that many of you have received our save-the-date announcements in the mail, but we are sad to hear that some of you have not…” 

I’m glad we sent out the email, b/c we found out that additional guests who we don’t talk to regularly had also not received their Save-The-Date Cards.  Now everyone at least knows about the wedding and has a link to our wedding website.  Btw, the missing Save-The-Date Cards have never resurfaced, and it’s been 2 months.
