Check out latterdaybride.com… My future sis-in-law is getting married in a church & they require modest dresses. We got these dresses from Lightinthebox.com.

I had a bolero made at jasminesbridalshop.com and loved it. Didn’t buy my dress from them.  They have a good selection of styles and once you start the ordering process they will send you a color/fabric sheet so you can match your dresses or create a nice contrast, whatever your tastes are. You can then go with a strapless dress and the ladies can wear their jacket/bolero for the ceremony, and decide to keep it on or not during the reception as they see fit.

These are not as modest as the ones you posted but they are in the price range.
