We had a cotton candy machine at my 16th and it was made pretty fast, once the sugar starts spinning it just starts making em. And I think it adds to the carnival feel a lot more 🙂 I don’t think people will mind waiting, it will be fun!

I would see if you could get one of the serving staff at the venue to make cotton candy.  That stuff makes a royal mess, so I wouldn’t want guests making it themselves.
