Are they coming on your property when they torment your dog? I would post a no trespassing sign and call the cops the next time it happens. These people sound delightful… in a nightmarish kind of way. 

ETA: Or set up one of those waterproof cameras to catch them in the act. At least then you’d have proof.

@abbyful:  May I suggest adding some barbed wire or electricity to said fence. Bet that would stop ’em! 🙂

I would contact the police and the city manager to see what your options are.  You may be able to file a complaint.

We are going thru similar issues with white trash neighbors – Michigan recently changed the fireworks law so now everyone is blasting them off until 1 am.  Apparently we are the only ones in our neighborhood with jobs.  Or shirts for that matter.. .

FYI: Even if they aren’t physically present, a person thowing objects into your yard constitutes trespassing, in case you want to pursue legal action…

You could do a few things–call your local child protective services agency (where you can remain anonymous), explain the situation and ask that they do a welfare check.  They may not respond immediately but are required to visit the house which may get the parents to be better about monitoring their children. 

You could call your local police as a concerned citizen and ask that they come check the situtation as to why the children are outside and unattended.  People with any sense of decency will shape up after a visit from police.

If they are a section 8 house, there is recourse there.  The key is to keep a log and call the police for every infraction.  A pain, I know, but it works.
