I think your idea will work fine. You could also slip everything into an organza favor bag to add some color to the tables.

I would put them in a muslin bag with a cute little note explaining the donation attached to the outside.

Could you do creme or tan "doggie bags" and put the recipe and cookie cutter inside the bag and put a label on the outside of the bag explaining your donation, etc?  If you folded over the top and tied a ribbon you could tie it in with your wedding colors.

Buy a beautiful dog or cat bowl that is very large and place all of the cookie cutters inside of the bowl with the tags sticking out. Then place on a seperate table (next to name plate table?) that has a tent stating ‘favors’ or ‘please take one’ with a couple cookie cutters out on the table for decoration. You can also put a your explanation of the donation to ASPCA in large print on the table in a pretty dog/cat frame.

Wonderful donation idea btw! We are making a donation to the World Wildlife Federation for our wedding favors.

I like the muslin bag idea.  If you have a gocco, you could gocco on it.  If not, a stamp would also work.
