What a great venue! My first thought was that the floors are the color of sand, so why not make your ceiling decor be the color of the sky.

You could use blue lanterns over a large area with a few white lanterns thrown in for clouds. If you want to do something a bit edgy you could even make some cloud lanterns

Also have strings of globe or cafe lights for stars. With those beams and balconies, it will be easy to hang lights.

If you want to use lots of cafe lights, you don’t need paper lanterns at all.

With your sand and seashell centerpieces, if you want flowers, you could do individual small vases at each place setting-these could double as your favors. In this pic they added twiggy branches sprayed white to resemble coral. The individual flower arrangements are an easy DIY and you can use bar glasses or votve holders as vases.

keep it simple with LOTS and LOTS of lights!!!!!

this is not the best example but its all i have right now!  kind of similar and we had lights everywhere!  we had candles all over the table and everywhere too!!!  It makse it so romantic and elegant and rusitc!

and at night wow it just lit up! I will have to upload a better picture of all the lights when I get home!

I saw something on pinterest the other day that I think could work for you.  I would def  use lots of lights but why not something like this too:

Here is where I pinned it:  http://pinterest.com/pin/287104544965605524/

You could get lots of shades of blue/cream streamers and hang them up like @julies1949: had suggested to do w/the lanterns.  I love her idea of creating a sky.  So this would be another way to create that look and it may be cheaper?  I dunno

I love your venue — I think you can do a lot with it.

Building on @SuperDuperBrit:  ‘s idea, you could use rolls of crepe paper like giant streamers instead  of ribbon or streamers.
