Have you thought about a candy buffet?  I know it’s not the most original, but to be honest I think it’s the only way you can be sure of people taking home exactly what they want to, and any ‘leftovers’ are easily packaged up for later etc.

What size boxes did you get? (dimensions)

Does West Virginia have anything it is known for like Georgia and pecans?

Your wedding is Easter weekend. Did you want to do anything connected to Easter?

When I’ve gone to weddings with chinese boxes they’ve always been to fill candy with. You can get pretty mason jars and fill them with candy that matches the colors of your wedding, or you could get all chocolate candy. Candy displays (while overdone) are always popular (because it’s candy and everyone likes candy) and it’s fairly affordable when bought in bulk. And I think candy displays look pretty too.

people always like food as favors.  Otherwise, I’d suggest a handmade soap or an ornament

Apparently the apple is your state fruit. You could do little jars of apple butter with a monogrammed label or bags of apple cider mix with a black and white tag for the instructions.

You can get personalized plain fortune cookies many places. Each fortune cookie is individually wrapped in clear cello. You decide the fortunes. It is not worth the effort of doing your own.  Just google “personalized fortune cookies’
