Are you or your fiance Catholic/attend church/have a parish? That would be a good place to start. If the answers to these questions are no, why do you need a Catholic priest? I’m not trying to be facetious, I’m genuinely curious.

I’ve never heard of a parish requiring you to find a priest.  Usually the parish requires you to use their priest unless you obtain special permission.  Did you explain that you have been living overseas and are trying to establish a parish home?

Have you tried calling other parishes in your area to see what their requirements are to get married in their parish?

Hmm, that’s weird that the parish priest is not available. One thing you could try is check if there is a Catholic monastary nearby. They often have priests who visit nearby churches when their parish priests need help. If you’re still not having any luck, I would either visit or call the diocese cathedral office and explain your situation. And, oh! Deacons can also witness Catholic wedding ceremonies if you choose not to have a full Mass. Is that an option?
