My answer is depends.  Face-to-face you can see how receptive they are to negotiations – that way you can avoid getting to the point where they are just not going to go there.  But if you’re only talking $50, I doubt he’ll think its a deal breaker so maybe I’d float that number out there.

How disappointed will you be if he never e-mails you back?  What if he shoots down the negotiated price, are you still going to pay $450.  If you’d be very disappointed and would be willing to suck up the $450, I’d wait until the face-to-face meeting.
