Did you look into Stern Grove?  I went to a wedding there and it was lovely.  I know the bride and groom provided their own alcohol.  The only downside is that it’s very sought after since it is a parks department venue and thus comparatively inexpensive for the area! [edit: it’s obviously not a downside that it’s inexpensive–I meant that it might be hard to get!  I think people wait in line the day reservations open.]  

We also went to a wedding at the Fairfax Women’s Club–it’s super low-key but I think meets your requirements.

Quadrus Conference Center in Menlo Park meets most of your criteria, it’s a little tight for 200 people, but it’s probably doable.  You can check it out on herecomestheguide.com

you can try the dan foley cultural art center in vallejo. it might be a little big for your 200 quest

Maybe Kohl Mansion?  Villa Montalvo?

We originally booked at Ralston but they are closed for earthquake renovations; not sure when they will reopen but they would probably fit your criteria.

Maybe the Ritz Carleton in half moon bay?

We’re now at Fogarty, but they would want you to use their wine only…
