@Stephefanie:  +1 Northern CA is huge. You might be in Redding or all the way in Fresno.

TreCreative photography is amazing! They are based in Chico, but willing to travel pretty much anywhere. They are doing my wedding on an extremely tight budget! You can see some of their work on their website. http://trecreative.com/ Their pictures are awesome and they’re really amazing to work with. They also do videography. I didn’t use them for videography (my entire wedding budget is $3000 and that’s something I decided to do without) but the stuff I’ve seen is phenomenal!

Oakland actually has some really good options that are in their parks department so they are very affordable and beautiful.  If you are wanting to avoid those I would check out Benicia’s Arsenal, Stockton though you explicitly mentioned you weren’t interested has some good options as well my cousin just had a wedding at the Stockton Sailing Club with the reception at the Garlic Brother’s restaurant (I know those are cities you aren’t excited by but they are affordable and they do have good options)… In the more agricultural areas you may want to see if there are any grange’s, the elk’s and moose lodges sometimes have hidden gems (sometimes they even come with very affordable catering options).  I am thinking SF, Santa Cruz and Bodega Bay will be very hard to stay on that budget without having connections for space and/or catering.  You may need to choose between videography and photography.

If you go North Bay, Penngrove has a Community Clubhouse that appears to be pretty nice and the Masonic Lodge in Sacramento (Tehama Lodge) is very nice, not sure the rental cost but it is pretty affordable from what I understand.

I’m getting married at Crawford’s Barn in Sacramento. It’s only $965 for a saturday wedding (10am*-2am the following day.) Granted it’s not the NICEST place ever and is completely DIY but I have a guest list of 205 and this barn has capacity for 175 people. It is a cute little barn with a huge tree in the front which is gorgeous for pictures but usually receptions are inside! And of course the $965 doesn’t include catering or anything..

* They say that 10 am is the earliest you can get there but if there is no event scheduled for the day before you can come as early as you’d like the morning of.

My wedding is at Callippe Preserve in Pleasanton, It is a golf course but the reception area is at the top of a hill overlooking the sunol valley, so it really doesn’t feel like you are in the middle of a golf course. There are floor to ceiling windows that open all the way, so you feel outdoorsy without having to spend the whole reception outside. Site fee is 1000 and ceremony fee is 250, but they give discounts if you live or work in pleasanton or if you are in off-peak season. Site fee includes all set up and clean up, tables, chairs, linens, china, silverware, glassware, and fountain drinks. They have exclusive catering and it starts at about $25 per person. It might work for you.

The other place I was really serious about was the Shinn House park and Arboretum in Fremont. Site fee is 500-800 depending on if you are a Fremont resident or not. They have tables and chairs available but set up and everything else is DIY. if you can find a good cheap caterer it might be worth it, but we weren’t able to commit to all the extra work, even though it is gorgeous. Roses all over the house, a japanese garden off to the side, and a cool red barn in the back.

I’m in a similar boat as you. Our budget is $10,000 and our guest count is 180. I can’t tell you where I’m getting married because we haven’t put the deopsite down yet and I don’t want you stealing my date 😉 But a really good location at we looked at was at the Oakland Zoo Snow Building. I know you said you didn’t like Oakland but if you take a llok at the veiw you will understand. IT IS TO DIE FOR! The only thing that kept us from renting this beautiful venue is that our theme is more rustic and we found a beatiful lodge that fits our theme much better. I would book the Snow Building any day though it is amazing. You should check it out!!
