My husband is Welsh and that combination of skintone, hair and eyes is more common in Wales than in other parts of Britain in my experience.

sweetiemermaid :  Blowing in with 0 knowledge but I believe Catherine zeta jones is welsh and shes dark featured.

My stepdad is Welsh, and although he has fairly light features, all of his aunts and cousins have very dark hair and eyes.

Not Welsh, but I live in Wales! 

The stereotypical Welsh look is very pale, but in my experience there is a wide variety among ‘native’ Welsh people. A large percentage of my Welsh co-workers/friends are dark-complected and have dark hair and eyes. You have to remember that that pale colouring is recessive, and therefore less common than you might assume. 

For some of these people, their colouring can be traced to migrant populations moving to Wales. Particularly in South Wales, there were large communities of migrants from Italy and Ireland who moved here during the boom in industry roughly 100 years ago.

My Mum is Welsh and she is plale with light brown hair and blue/green eyes. But, someone did once tell me I look stereotypically Welsh and I have darker hair and dark eyes.
