I would do it before going into the reception.  I was just at a wedding a few weeks ago and the bride didn’t bustle her dress before eating and the first dance.  The bottom of the dress looked really dirty then worse when she bustled it.

I bustled my dress after the ceremony/formal pictures, just before going into the reception.

I would agree that you should bustle it after pictures and before the reception.

I had a bustle sewn into mine, but I didn’t use it.  Instead I sewed a lace piece close to the end of my train and carried my train.  However, I didn’t have a reception, so I wanted an easy way to carry it and also put it down for our pictures.

I bustled right after our ceremony. I guess I could have left it down but the grass was still wet from it raining all day so I decided to bustle it.

I bustled for our artsy photoshoot before the wedding and the entire reception.
