Technically, if you throw enough money into a dress you can do almost anything to it.  However, you are probably talking about takng a dress (at the very least the entire bottom half of it, if it has a seam at the waist) apart and making a new dress with the fabric.

I don’t think it’s a simple alteration.  It’ll be expensive.

I’m in agreement with Ms. mink !

I have torn up a few dresses of my own ( I played around with altrations) and once you remove all the crinoline and fluff in a ball type gown , you really just have an A-LIne shell which can be made into a mermaid for a price or some blood, sweat, and tears on your part if you want to DIY.
