I’m not sure if this is quite what you need, but I’ve always loved Dr. Scholl’s For Her Ultra Overnight Foot Cream.

So painful! My mom always had cracked heels and fingertips… I know she would use some sort of crazy glue after they had split to prevent it from getting worse. Doesn’t seem like a great solution to me but she did it for years. Now she is super careful about keeping her feet and hands clean and dry and VERY moisturized with a natural, scent free lotion. She slathers it on at night especially.

Preventing it usually works best.  Go with some type of oil (jojoba, olive oil, whatever) and then a thick moisturizer like vaseline or coconut oil.  This works best after showering or bathing right before bed and then slip on a pair of socks.  Adding some oil (I like coconut for the smell) to the bath can also be nice, but it requires the tub to be cleaned after!
