Because they are paying for overnight accommodations, and you are supplying a few comforts for them.  map, snack, water, etc.

I’m probably not going to do Out-of-Town Bags. I chatted with my family and nobody has even heard of such a thing. I think it is a fairly new thing. I might give them a calendar of events and a map, but they all know me and can just call if they need anything. 🙂

Second Sudslover.  It’s not required, it’s just a nice litte way of acknoweldging that they made an extra effort to be at your day (vacation time, traveling, expense of lodging, etc) and you’re making an extra effort to make sure they feel comfortable.  It can also be a good way to get people familiar with the area (list your favorite restaurants, things to do, etc) so that they can enjoy the time around your wedding.

I agree with both of the previous posters.  Plus, people from the area don’t get them because often times Out of Town bags have information on things to in the area or information about the area in general, and people from the wedding location already know these things.
