I only know about moth balls. I don’t think the cat would eat them as cats just hate the smell. When I was a kid a neighbor’s cat was always in our bushes near the house and sometimes brought us presents in the form of mice so my dad put some moth balls around the house and it seemed to do the trick. Maybe you can try using moth balls in a specific area like near the house’s foundation and see if it keeps the other cat away. If not, you may just need to talk to your neighbor.
