For a 20 minute ceremony, I think you’d be fine without the tent.  But take into consideration that people will arrive earlier than your start time so be sure to begin the ceremony promptly.

You should provide water bottles for everyone. And if possible, make your programs into a fan or have fans out there for people. 1pm is probably the hottest time of day in the summer. Are you in the South? It’s been getting past 100 degrees this summer. If you don’t provide shade (which is fine), please do the water bottles!

Can you pick a nice spot near some trees?  The trees can provide some shade.

I think if you’re in a park, you should be able to use trees for shade. I wouldn’t go out and buy something for such a short ceremony.

I think you should definitely have some sort of shade even if its under a tree. Guests will get there early and there is always the possibility of starting late and all that ends up to more than 20 minutes. Even a few minutes in the midday sun especially during the summer can be unbearable.

Definitely water and fans. What about buying some cute parasols since it’s a small ceremony?

Agreed-  I’d skip the tent, but just get a table with a bucket with bottled water in it, a few parasols if you have elderly or other guests you know avoid sun, and some sunblock.  Even though the ceremony is only 20 minutes, people will come early and most won’t think about that.
