I think the petticoat you chose is just the right amount of poof.  I would test out some material under your dress in the color you want to dye it first.  I am not sure about the fabric of the dress, but I think a dark color would show through, but I could be wrong. 

You also might do a google search on dying nylon, it dyes alittle differently than cotton does.

to be honest,  and i know this isnt everyones thing,  but if you are spending $39 on the slip,  then another few dollars on dye……wouldnt it be cheaper to just buy the right colour fabric and make it?  it would only be a straight up straight down, either nylon or poly/cotton, and would cost in the region of $10 in total…….

just cut front and back A shapes, sew them together down the sides, then hem the bottom,  and then the top and thread elstic through as a waist line. there are tutorials all over the place to show how to do it…..then if you dont like it,   you havent wasted much money.

i know, and it sounds easy enough to someone that can do it,  but it might be an ida to practice on an old quilt cover or something that you dont care about……or maybe your mum could.
