It’s just like any RSVP.  They want to know the answer one way or another.  If you don’t call to tell them you aren’t coming, then they’ll have to call you to find out if you are coming or not.  I know with my wedding I had a bunch of people just assume that I knew that they were either coming or not coming.  I’m NOT a mind reader and definitely go by the old saying “to assume makes an ass out of u and me.”

Call them and let them know you can’t attend!  🙂

RSVP means you should definitely contact them in whatever way they specify to let them know if you’re coming or not.  If they wrote “regrets only” then they assume everyone’s coming, unless you call to say you can’t.  I don’t know of any option where they don’t expect you to say you’re not coming, so either way you should definitely call them.

You should RSVP one way or the other, just like with mailed RSVPs.  If you don’t call them they will call you annoyed that you didn’t RSVP lol.

ditto to the other posters, it’s just common courtesy. When you call it will be one less thing for the couple to worry about/wait on.
