Look at local restaurants with private function rooms.  I had my first wedding in one and it was great.  You could go as simple as a local Italian restaurant or as fancy as a local Ruth’s Chris steakhouse.  Another option would be to look at local garden clubs and community centers.  We have local German-American societies and Greek societies that rent out small halls for weddings as well.

I had my ceremony at a lakeside park and then the reception at a restaurant that sat on the lake within a 5 minute walk from the ceremony site.  I was able to do a plated dinner with two entree options for $16 per person and an $800 capped white bar (draft beer, house wine, and well liquor drinks.)  It totalled out to under $3K for food and drink for a Saturday night wedding including tips.  Plus, they threw in free linens and there was no cake cutting fee.
