Take the 4-6″ styrofoam ball, depends on how big you want the pomander, and shove it down on top of the vase to make a significant indentation. This will help the pomander balance on top of the vase.

Cut the stems of the flowers short. Fill up the pomander. If you are worried about any black spots showing through you can paint the styrofoam ball first with styrofoam- safe pain in the same color as the flowers, or even cover it with moss.

You can leave the bottom area of the pomander- inside the indenation, empty.

Fill up your vase if you are using gel beads or any other filler. Use hot glue or e6000 to firmly secure the pomander in place.

Is that an Eiffel Tower vase in the top picture? it has a small slant at the base of the vase which is a lot prettier with the pomander ball than a straight vase.
