I think you’re well within reason to ask for a partial refund to cover dry-cleaning and the hassle, but this should be easy to fix. I’d take it to a bridal dry-cleaner. I’d definitely raise a stink and report them for not fully disclosing the condition.

Yay! I knew PayPal would come through for you. I’ve actually been kind of on the other side of a dispute.  I bought something at a black friday sale for super cheap, decided a few days later it wasn’t really my style, so I sold it still way below retail cost on ebay. The buyer disputed because it was used,  which was mentioned in the description, but not the title. I offered a full refund plus shipping refund, because I knew i could get even more money for it, as the price had gone back up in stores. The buyer wanted a partial refund PLUS keep the item. um, hell no. But that is an option that the buyer can choose in the dispute process, so payPal automatically held my money for over a month until the claim expired, since they refused to send back the item. Anyway, glad it worked in your favor, and to anybody else reading: it is totally worth your time and effort to dispute things like this as well as also doing charge backs for shady retailers who don’t give you exactly what you paid for or put a deposit on.

@asb983:  wow..This should have been mentioned in the advertisement. I think this will dry clean up well but before you do make sure you have witnesses to its condition and plenty of photos. Have you got him verifying the condition in writing?..This is not acceptable and you have paid too much for the condition, but I do think that it will dryclean up well and look spectacular.. I would take him to a small claims court…

@asb983:  Glad this worked out for you and you got most of your money back!!  What a horrible, despicable thing for someone to do, selling that filthy gown as “pretty clean” and “no visible wear”!!  🙁
