You don’t need a steamer if you have a few days to work with it.  Take it out of the bag and hang it on a skirt hanger.  Place in your bathroom.  Each time you shower the steam will help relax and wrinkles and let the crinoline puff out properly.  After a few days it should be good to go.  You can also ask your seamstress about steaming it when you pick up your dress.  Mine is steaming my dress, veil and crinoline when I pick up my dress at the final fitting.  From there I’ll leave it hanging until I put it on the day of.
