Some of the photographers we’ve looked at have been members of WPJA – Wedding Photojournalist Association or PWPC – Professional Wedding Photographers of Canada. Does anyone know if it makes a real difference in quality if someone is a member or not? Has anyone hired a photographer who belonged to WPJA or PWPC and had a particularly positive or particularly negative experience?

Not really. The main benefit in joining those organizations is actually for us photographers, not the client. That being said, it *could* help you out if (gosh forbid) you needed to file a complaint.
The best tool you can use to selecting photographers (or any vendor) are vendor recommendations. Another vendor is not going to want to suggest someone who in the end could make them look bad. Get recs from your other vendors, choose someone whose work you like, and go from there.

Starfish summed it up. There is no real benefit to the client. The associations mainly exist for us.

I can’t speak for the PWPC, but the WPJA is not what it used to be. Pretty much anyone who pays their fees can get in.
